Client Tracking Software

Do you know where I can find a software to track zip codes?

I am in the process of building a lead generation website for Insurance agents. I am trying to find a zip code software that will allow a potential client to enter their address (zip code) and have their pre-qualifying information directed to an agent that we have on staff in that zip codes state. Anyone got any ideas? USPS is not what I'm looking for....I can get the data base software no problem....it's the program to make it go to someone in another state when an applicant puts in their zip code.
